Depends on your choice of language. If you are running windows, there are a number of options. Perl, Python, C are possibilities, but there are many more. Good free programming environments are available for each.

The trick is, BSW doesn't have the resources or desire to support a separate puppet API. Hence, all they do is allow puppets to see the same data a human sees. In fact, though, this is not such a bad design, provided they keep their Human output stable.

Hmm... seems you could get good return on your effort by cross posting per Moose_Head's thought: "Sounds like someone needs to spend some time showing their wares on BGG." Put your guide on both www.boardgamegeek.com and here, thus gaining a far wider readership. (Not to mention a great chance of learning still more about the game from the huge pool of BGG-ers.)

To put Al's comment in context,
if you are a city council member and the chat didn't open, you can type
/ctell /makeoper
that will open the city chat, and, if there is not already an operator on it, make you the operator.
In the city chat window, you can type
/mode quiet=off
to put the channel in "Burgundy Ridge standard" mode, wherein it will inform you of the comings and goings of folks on the chat.
I have wondered for years why oh why that feature isn't sticky. It defaults to /mode quiet=on when BSW reboots.

As Emerald_Boar suggests it, we certainly could agree with another town to each build a manor house or villa named for the partner town. It would be completely informal, and the negotiations could easily reach the delicacy found in many national relationships...what happens if the towns have a falling out? The embassies would be forever.

Not sure if this is the right place to put the information, but the monthly information for 2009 seems to actually be for everything up to 2009. That is, it shows my cumulative percentages through April, May, or June 2009 rather than just my percentages for the month of April, May, or June. Is this intentional?
The total amount of data you have provided is wonderfully overwhelming; the search mechanism is quite helpful. I wonder if one could add an option to make the search display only matching lines. Sometimes you just want to see a summary for person X in month Y, other times you may want to see the person in context...
